I’m Sam Kulla, and I’m running for the Montana State Legislature in House District 93 to ensure that the voices of our community are represented with integrity and focus. Having grown up in the district and now raising my own family, I understand the challenges and opportunities facing Missoula and its surrounding communities, including Clinton, Turah, and Carlton.

About ME

I was born in rural Mineral County and moved to the big city of Missoula when I was in grade school, and have called this place home ever since.

As a lifelong Montanan, I serve on the Missoula County Democrats Central Committee Executive Board as the State Committeeman, and as the Western District Member at Large on the Montana Democratic Party Executive Board. I also volunteer on the Missoula County Commissioners’ Impact Fee Advisory Committee, with a commitment to responsible, managed growth and fiscal transparency.

My career path hasn’t been a straight line, and I’ve been lucky to gain substantial experience and perspective by: Guiding ecotourism and whitewater trips on Wild and Scenic Rivers across the West; Teaching wilderness emergency medicine and rescue skills to outdoor groups nationwide; Working at-height to maintain and repair turbines and towers on wind farms from coast to coast; working in international education as a program coordinator and teacher for students from around the globe; Supporting the advancement of oceanographic and climate research operations as a crew member in the US Academic Research Fleet; and community organizing across Montana. Currently I work in social impact for a Missoula-based company, helping mission-driven organizations across the country streamline their community giving, engagement, and volunteerism efforts.

I am a Licensed Merchant Mariner, a National Fellow of the Explorers Club, and hold a Master’s degree in Education from the University of Montana. I bring both practical experience and long-term investment in the community’s future. You can see my whole resume on LinkedIn.

Montana Values

HEALTH & Child CARE

Every Montanan deserves affordable, accessible care. I will protect and strengthen healthcare access, ensuring that families, students, veterans and seniors can receive the support they need without financial hardship, and pursue expansion of childcare services for working families.

Public Lands

Montana’s public lands are the heart of our heritage. I support keeping public lands in public hands and will stand firm in defending access, ensuring robust funding and staffing for public land management, and protecting the right of every Montanan to enjoy the land we all own as part of the public trust.

Cost of Living

Rising costs and property taxes have put stability out of reach for too many. I support practical housing and taxation solutions that balance growth with affordability, keeping working families, retirees, and young people rooted in the communities they love.

Renewable Energy

Montana’s future depends on responsible, forward-looking energy policy. I support investment in renewable energy that creates good-paying jobs and reduces reliance on fossil fuels while transitioning to cleaner energy sources to power our Montana communities

Public EDucation

Strong schools build strong communities. As a former teacher with a Master’s in Education from the University of Montana, and as a parent, I believe in fully funding public education and supporting teachers so every student, from kindergarten to university, can thrive and pursue their dreams.

Climate Issues

Protecting the air, water, and land is both an environmental and economic priority. I support policies that strengthen infrastructure against wildfire, drought, and other growing risks, and support fuel reduction near and adjacent to communities, with eyes on a sustainable future.
